Landlord Notice    NSPIRE – New Unit Inspection Standard

Effective October 1, 2024, the Delta Housing Authority (DHA) is required to adopt new inspection standards under NSPIRE, the National Standards for the Physical Inspection of Real Estate. NSPIRE will replace the previous Housing Quality Standard (HQS) currently in use for the inspections. NSPIRE’s mission is to ensure that all residents live in safe, habitable dwellings and to ensure that the items and components located inside the building, outside the building, and within the units of HUD housing are functionally adequate, operable, and free of health and safety hazards. The goals of NSPIRE include prioritizing health and safety of residents and to modernize HUD’s inspection process.

This notice is to inform you of the upcoming changes and will highlight standards that the DHA felt would have the most impact on current units. Please note, this is not an all-inclusive list of all changes. Please click here for list of changes.

If you wish to rent to a Housing Choice Voucher/Section 8 family, and enjoy a number of benefits including lower vacancy rates, tenant stability, and free property inspections you should inform Delta Housing Authority of the availability of your property. Ultimately, it is the Housing Choice Voucher/Section 8 family’s decision whether or not to rent your property. Of course, as the landlord, you would screen the family just as you would any other prospective tenant.  The following steps summarize the process to become an Housing Choice Voucher/Section 8 landlord:

  1. Attend Owner Briefing (Recommended)
  2. Market your property
  3. Complete suitability screening
  4. Complete and submit a Request for Tenancy Approval (RTA)
  5. Pass Housing Quality Standards (HQS) Inspection
  6. Execute lease and Housing Assistance Payment (HAP) contract
  7. Comply with HUD and DHA’s rules and regulations (enforce lease)
